Reception Processing Centers serve as welcome centers in host cities and
receive evacuees and direct them to locations where they can seek short-term
shelter. These centers allow both placement in shelters as well as services to
provide transportation and other resources to support placement in alterna-
tive locations such as with family members or friends. Evacuees will move
from these sites to congregate care shelters or other shelter options.
Congregate Care Shelters support integrative sheltering for the general pop-
ulation and those with functional, access, and certain chronic medical needs.
They should be equipped so that individuals with access and functional needs
can seek temporary lodging, food, hydration, and short-term lodging.
Evacuation
The concept of operations relative to evacuation support embarkation from an EAS
operated by a local jurisdiction. If an evacuee has medical needs, he or she may be
routed to a hospital or serviced via ESF-8 resources established within the impacted
area. Those with no medical needs are relocated to a Consolidated Services Site.
Transportation is generally accomplished by ground transportation with air assets
reserved for medical emergencies.
At Consolidate Services Sites, evacuees may receive assistance from local, state,
and federal agencies. At these sites, evacuees will be staged for further evacuation to
Reception Processing Centers in host cities. Formal evacuee tracking will be imple-
mented for all transportation assisted evacuees, if not already accomplished, with
tracking information relayed to a formalized central point. The central point serves
as a clearinghouse for those looking for friends and family. Emergency Respite Sites
