established along routes between the Consolidated Services Sites and Reception
Processing Centers allow refueling and hydration for both transportation-assisted
evacuees and self-evacuees.
Upon arrival in a host city, evacuees will be transported to Reception Processing
Centers operated by the local host city jurisdiction receiving evacuees. These cen-
ters will provide central locations for evacuee shelter assignments and provision of
individual assistance. From this site, evacuees will be transported, if required, to a
congregate care shelter.
Feeding Operations
In a large-scale event, feeding operations can be challenging. At the local level,
coordination with the local chapter of the ARC, NGOs, and faith-based organi-
zations as well as the private sector is vital to meeting feeding needs both within
shelters and for those who are able to stay at home but do not have access to food.
As indicated in Figure 19.7, if local and mutual aid resources are outpaced, state
resources can be requested via the State ESF-6 or mass care coordinator. Likewise,
if local, state, and mutual aid resources are outpaced, the state can request sup-
port from the federal government via ESF-11. USDA can engage FNS and other
resources to support feeding operations.
Bulk Distribution
Bulk distribution is the nexus between ESF-7, Logistics and Resource Management,
and ESF-6. Working with local jurisdictions, sites should be assessed, selected,
and established, both within the affected area and outside, for bulk distribu-
tion of commodities. The relationship between ESF-7 and ESF-6 is defined in
Figure 19.8.
ESF-7 is responsible for coordinating procurement and delivery of bulk com-
modities through mobilization centers, incident support bases, staging areas, and
other necessary nodes. The goal is to provide resources as close to the impact area
as possible. ESF-6 is responsible for distribution of delivered supplies to identified
survivors that may include operating Points of Distribution (PODs) to support
individuals as well as resupply points that serve congregate care shelters. PODs
