Various nodes with Figure 19.5 are described below.
Evacuation Assembly Sites (EAS) are locally operated site where evacuees
will be directed to receive assistance. These sites may serve as the interface
between ESF-9, Search and Rescue, and ESF-6. Support should include food,
water, restrooms, and any available medical support. Under this concept of
operations, evacuees move from this site to a Consolidated Services Site.
Local Congregate Care Shelters are facilities available within the impact
zone that can accommodate integrated mass care and sheltering needs. If
evacuees in a local shelter require medical support beyond existing capabili-
ties, they may be moved to a Consolidated Services Site.
Consolidated Services Sites provide a coordination point to integrate local,
state, and federal resources to provide robust services for evacuees who require
long-term support or who will be evacuating from their communities. As shown
in Figure 19.6, these sites are intended to consolidate the following services:
(1) evacuee processing including pets; (2) respite sites for food, water, personal
hygiene, and short-term rest; (3) medical and mental health services including
Disaster Medical Assistance Teams if warranted; and (4) emergency assistance
and human services. These sites are intended to provide “one-stop-shopping”
for victims and also reduce logistical burdens by consolidating complementary
services in one general location. Formal evacuation tracking for individuals
leaving their community is initiated at these locations. Under this concept of
operations, evacuees will move from this site to a Reception Processing Center
for shelter placement and other mass care and human services.
Emergency Respite Sites are locations along evacuation routes between the
consolidated services sites and the reception processing center that provide
water and fuel.
