ODA had to agree by stating they were prepared to proceed on the
basis of the documents presented. The ITT sign-off almost always took
place at a separate and later point in the process than the sign-off of
the PQQ.
Stage gate 3 - Tender list agreement
The third stage gate occurred at the end of Procedure 7, to agree the
tender list. At this point the DP presented the outcome of the evaluation
of the PQQ and made recommendations to the ODA regarding the fi rms
to be included in the ITT list. The ODA then signed off to confi rm that
the PQQ evaluation process was compliant and that they were prepared
to proceed.
Stage gate 4 - The tender report
The fi nal stage gateway to the process occurred at the end of Procedure
11, when the DP prepared a tender report setting out recommendations
for the awarding of contracts. The ODA then signed off acceptance
of the recommendation on the basis that it had been evaluated in a
compliant manner and that the contract to be executed fi tted the need
identifi ed within the business case, as set out in the project initiation
document (PID). Following this gateway the ODA awarded contracts,
completing the procurement process and entering the contract admin-
istration phase.
Figure 7.7 shows the 13-step procurement process, the stage gateways
and the relationship between the ODA and the DP (CLM). The key swim
lane is the one labelled 'CLM Procurement', which shows all 13 steps
of the process. The stage gateways are clearly shown as the diamonds
occurring above procedures 2, 4, 7 and 11. At each of these points the
approvals process for both delivery partner and the ODA are clearly
mapped. The darts along the base of the process chart summarise the
activities taking place at the different stages in the procurement process,
from the publication of the contract notice via OJEU to the awarding of
contracts. The top swim lane of the diagram shows the functions of the
ODA and the DP that were external to procurement, but supported the
overall process. The other swim lanes represent the governance respon-
sibilities of the other external functions of the ODA and the DP. The
bottom swim lane shows the specifi c input of the schools of excellence
to each of the procedures.
