• Review the design-builder's construction schedules
• Provide continuous on-site inspection for quality assurance and provide weekly
inspection reports. Provide appropriate documentation for objective evidence of
noncompliance with the contract.
• Monitor compliance with environmental regulations and permits during con-
struction, such as those for site drainage containment, dust control, noise control,
and so on.
• Manage the flow of construction submittals, tracking progress through review,
resubmittal, and approval
• Monitor design-builder reporting activities to assure compliance with contract
requirements
• Provide or supervise and monitor the activities and schedules of materials testing
consultants
• Monitor design-builder's schedule
• Prepare change orders
• Assist with claims analysis and resolution
• Review and approve payments to the design-builder
• Coordinate interagency operational shutdowns
The DB consultant can also provide services related to substantial completion, start-
up, and acceptance testing. Some specific activities that can be provided are:
• Coordinate with the design-builder to finalize a facility acceptance test plan or
protocol
• Coordinate with the owner and design-builder on the submittal of a notification
of completion to applicable regulatory agencies
• Verify receipt of equipment manufacturer or supplier warranties and O&M man-
uals from design-builder prior to startup and testing
• Witness the design-builder's construction work completion, functional dry and
wet testing, subsystem or system performance testing, and certify system and/or
facility's operational readiness
• Review all facility systems and produce owner's punch list to validate design-
builder's punch list
• Witness and/or attest to when mechanical completion is obtained by the
design-builder
• Witness and/or attest to when substantial completion is obtained by the
design-builder
• Witness and/or attest to the design-builder's performance during the acceptance
test
The DB consultant can also assist an owner with the administrative completion of
the project, after substantial completion has been attained. Some specific activities are:
• Define any applicable warranty operation requirements
• Ensure all final as-built documents have been provided to the owner and
regulators
• Ensure proper project contract close-out by the design-builder
