Design-Build Consultant's Proposal Requirements
There are several types of information that can be requested during the procurement of
a DB consultant. The solicitation of a DB consultant should follow the local procurement
rules for similar professionals and can be either solely qualification-based or both qualifi-
cations- and fee-based. Commonly requested information is listed in Table 10-2.
Establishing Selection Criteria for a Design-Build Consultant
An owner should conduct a comprehensive, fair, and impartial evaluation of all proposal
submittals. Typically, the owner appoints a three-to-seven person selection committee to
review the proposals and recommend a selection. Each proposal should be evaluated to
determine overall responsiveness, responsibility, and qualifications relative to the RFQ
or RFP that was issued. Selection criteria factors should be established by the owner for
qualifying and evaluating the proposing DB consultants. The RFQ/RFP should request
that the DB consultant proposers provide a detailed discussion and support material that
shows how their organization meets the selection criteria of the owner.
