the project's price is a part of the selection criteria for design-builder procurement, the DB
consultant can also assist with identifying the cost proposal elements of the RFP.
Permitting risk is another part of a DB project where the DB consultant can provide
assistance. In an effort to maximize risk transfer to the design-builder, owners can require
that the design-builder be responsible for all permits. On a practical basis, however, to
meet project schedule requirements, it is frequently necessary for owners to be respon-
sible for some permits. It is also common for owners to acquire some preliminary permits,
which will be assumed by the design-builder at some point during the project. A DB con-
sultant may coordinate with owner's staff, the design-builder, and the regulatory agencies
to develop and implement the permitting strategy. This may also include a schedule of
regulatory agency preapplication coordination meetings.
For many projects, the DB consultant will assist an owner with development of the
procurement document(s), the business and technical elements of the contract docu-
ments, and the selection procedures for a design-builder. Some specific activities for these
tasks are:
• Coordinate and attend preproposal conferences
• Support the review and ranking of design-builder submittals
• Prepare the notice of award and participate in contract negotiations
• Assist the owner with clarification of design-builder proposals
• Review design-builder technical responses
• Review and verify design-builder references and qualifications
• Coordinate and attend scope and fees meetings
• Assist with the negotiations of final scope and fee
The DB consultant can be retained to monitor the various stages of design for com-
pliance with the contractual requirements. Activities that are associated with this task
include:
• Coordinate and provide design review
• Review and comment on various stages of design packages
• Review and comment on design criteria compliance
• Maintain project files and schedules
• Review and comment on permitting applications
• Review and comment on purchasing and check that it conforms with technical
and performance requirements
A DB consultant can assist with construction phase services. Some specific activities
of construction phase services are:
• Prepare, coordinate, and attend a preconstruction conference and partnering
meetings to discuss general and specific requirements of the contract
• Manage the project reporting processes (i.e., status, payment, financial) for the
owner
• Support the owner with public relations and communications by providing
advance notice of significant milestones to the owner during construction
• Provide any owner construction engineering management services that are
required
