management can foresee problems in a timely fashions in order to address and correct
them. In the connected world that we live in, information is of utmost importance to an
organization success. Decision making capacity must be swift regardless of its type, be
them strategic, operational or tactical [27].
As the information needed for the decision making process grows, organization
need to adopt tools that allow the acquisition, processing and presentation of this in-
formation to management, in a way that is useful to enhance the decision making
quality. This need motivated the use of the Business Intelligence (BI) concept, which
is recognized as being of great importance in the decision making process, as it allow
to optimize these decisions through the pervasiveness availability of data with quality
and in a timely fashion. In this context, the project developed for the Local govern-
ment, appears with the purpose of creating a Pervasive Business Intelligence (PBI)
solution, capable of improving the implemented quality assurance processes, and
support the monitoring of an increasing number of requests. The PBI can provide
users with the information they need to perform their jobs more efficiently. The data
is available in real-time, in intuitive and easy to understand dashboards, which are an
important contribution to information democracy. This web-based system can provide
access to data from anywhere and anytime and it is capable of sending alerts, such as
messages to the end-user with critical information.
During the development of this solution the Design Science Research methodology
was used allowing for problem identification, artefact building and validation [16].
A brief background and related work is presented on section 2. Section 3 presents
the contextualization of the problem. Section 4 briefly describes the requirements of
the BI architecture and data warehouse model. Section 5 describes the expected
results from the implementation of the proposed BI architecture and a SWOT analysis
of the solution. Section 6 briefly describes the implementation. Section 8 addresses an
introspective discussion of this work. Finally, section 9 concludes the paper and
presents future work.

Background
2.1
Pervasive Business Intelligence
The importance of BI lies in the combination of the information delivery process,
with the ability that people have to identify the real needs of the organization, since
without it, the tools by themselves have no value [10].
According to Negash [13], the main objectives of BI is to improve the relevance
and quality of the information used in the decision process. One of the reasons for
adoption of this technology in private organizations is to obtain a competitive
advantage against competitors using information as leverage.
The term Pervasive Business Intelligence (PBI) does not meet a consensus and it is
open to different interpretations of the term, however, according to Turricchia [26]
this can be defined in three key words: personalization; timeliness; integration. He
also states that it is defined as providing quality information to anyone, anytime and
anywhere. According to Vesset and McDonough [28] the extent of BI pervasiveness
