1. Select the movie clip symbol and copy it.
2. Create a new layer by pressing the New Layer icon at the bottom left of
the Timeline layer.
3. Paste the symbol in the same place as the original one by choosing Edit
> Paste in Place.
4. Shortcut: To paste object in place, press CTRL + Shift + V (CMD + Option
+ V on the Mac).
5. Select the original symbol and lip it via Modify > Transform > Flip
Vertically.
6. Move the lipped symbol to below the top symbol to act like the
relection efect.
7. Select the lipped symbol.
8. In the Properties panel, go to Color Efects and choose Alpha from the
Style drop-down menu.
9. Set the Alpha value to 35.
10. Preview the animation by clicking CTRL + Enter (CMD + Enter on
the Mac).

The question is why we didn't just create the relection in Photoshop before
exporting it to Flash. The extra content in the image sequence will increase
the size of the iles. On the other hand, when we use the same symbol in
Flash as a relection, it still uses one symbol. Repeating the symbols on the
stage does not afect the size of the animation, as they are multiple instances
of one symbol.
