Goals and Objectives
The goals of the project satisfied the mitigation requirements for a transportation project. The
project team identified three specific restoration project goals as well as several objectives for
each:
Goal 1: Create three acres of self-sustaining southern willow scrub habitat similar to that which
existed at Los Peñasquitos Rancho in the early 1860s.
Objectives:
1-01. Remove all nonnative species from the three-acre site prior to planting trees and
sowing seed.
1-02. Completely remove the top 6 to 8 inches of soil and leaf litter from the site.
1-03. Start tree planting on three acres by October 15.
1-04. Plant three acres of southern willow scrub in Los Peñasquitos Canyon Preserve as
identified on maps.
1-05. Use fencing and/or plant protectors on all tree plantings as needed to ensure
protection from herbivory and vandalism.
1-06. Remove all physical evidence (fence, irrigation, and so forth) from the site within
three years of project installation completion.
Goal 2: Protect historic features within the project area.
Objectives:
2-01. Avoid any contact with the five historic Phoenix palms near Spring House.
2-02. Maintain functional use of park trails and minimize interference of users in
and immediately adjacent to the three-acre site during project installation and
monitoring.
2-03. Establish a path for heavy equipment that prevents vibration-based impacts to the
adobe buildings.
Goal 3: Protect existing native vegetation within the project area.
Objectives:
3-01. Prior to the beginning of work, identify construction staging and storage areas
on-site and clearly delineate their boundaries.
3-02. Prior to initiating a contract, produce a detailed native vegetation map
of sites and locations and delineate with flagging or protective fencing
within the construction zone and along all access roads the contractor
will use.
