FIGURE 14-3. Now restored, more than forty volunteer palm trees were damaging the historic Spring
House. Removal of these palm trees was a project requirement placed by the County Parks Department.

The landscape architect prepared the project plans and bid package in consultation with the
Caltrans biologist. The Caltrans construction division provided the contract administration for the
project installation, and the project was installed by a contractor. The documents prepared and
