Hide the hair on your left, make sure
the points are in the background, and
go to Multiply | Duplicate: More |
Point Clone Plus… to open the Point
Clone Plus+ panel. This allows you to
make clones of the hair wherever you
have a point in the background layer.

Since this is an older man, I'm going to
give him sort of wild brows. So, I'm
setting a Random Rotation in all
three axes. Not much, but some. Put
negative values in the Min fields, and
positive values in the Max fields. I
don't want the scaling to change, so I'm
leaving all of those at the default. But I
do want some size difference.
