Article 20(3) of Commission Regulation (EC) No 607/2009 provides that for
the purposes of the application of the first sentence of Art 49(2) of the Wine
Regulation, Arts 9, 10, 11, 12, 13, 14, 15, 16, 17 and 18 of Commission
Regulation (EC) No 607/2009 shall apply mutatis mutandis .
(d) Reasons for amendment
Article 49(1) of the Wine Regulation requires applications to describe and give
reasons for the amendments requested.

(e) Amendments to the single document
Article 49(2) of the Wine Regulation provides that where the proposed
amendment involves one or more amendments to the single document referred
to in Art 35(1)(d) (technical file containing the specification), Art 49(2)
provides also that Arts 38 to 41 (covering the national procedure and scrutiny
by the Commission) shall apply mutatis mutandis to the amendment appli-
cation.

(f) Minor amendments
However, if the proposed amendment is only minor, Art 49(2) of the Wine
Regulation provides that it shall be decided, in accordance with the procedure
referred to in Art 113(2), 37 whether to approve the application without
following the procedure laid down in Art 39(2) and Art 40 and in the case of
approval, the Commission shall proceed to publication of the elements referred
to in Art 39(3) of the Wine Regulation.

Article 20(4) of Commission Regulation (EC) No 607/2009 provides that an
amendment is considered to be minor if:

(a) it does not relate the essential characteristics of the product;
(b) it does not alter the link;
(c) it does not include a change in the name or any part of the name of the product;
(d) it does not affect the demarcated geographical area;
(e) it does not entail any further restrictions on the marketing of the product.
(g) No changes to the single document
Article 49(3) of the Wine Regulation provides that:

Article 113(2) provides that 'where reference is made to this paragraph:
(a)
the Commission shall be assisted by a Regulatory Committee;
(b)
Articles 5 and 7 of Decision 1999/468/EC shall apply;
(c)
the period referred to in Article 5(6) of Decision 1999/468/EC shall be three months.'
