where the proposed amendment does not involve any change to the single document,
the following rules shall apply:
(a) where the geographical area is in a given Member State, that Member State shall
express its position on the amendment and, if it is in favour, shall publish the
amended product specification and inform the Commission of the amendments
approved and the reasons for them;
(b) where the geographical area is in a third country, the Commission shall determine
whether to approve the proposed amendment.
(h) Acceptance of amendment
Article 20(4) of Commission Regulation (EC) No 607/2009 provides that
where the Commission decides to accept an amendment to the product
specification that affects or comprises an amendment to the information
recorded in the Register, it shall delete the original data from the Register and
enter the new data with effect from the date on which the relevant decision
takes effect.

13. Objection procedure
(a) Eligible objector
Article 40 provides that within two months from the date of publication
provided for in the first subparagraph of Art 39(3), any Member State or third
country, or any natural or legal person having a legitimate interest, established
or resident in a Member State other than that applying for the protection or in a
third country, may object to the proposed protection by lodging with the
Commission a duly substantiated statement relating to the conditions of
eligibility as laid down in Chapter IV of the Wine Regulation.

In the case of natural or legal persons established or resident in a third country,
such statement shall be lodged, either directly or via the authorities of the third
country concerned, within the time limit of two months referred to in the first
paragraph.
(b) Form of objection
Article 14(1) of Commission Regulation (EC) No 607/2009 requires the
objections referred to in Art 40 to be drawn up on the basis of the form set out
in Annex III to Regulation No 607/2009. The objection shall be submitted to
the Commission in paper or electronic form. The date of submission of the
objection to the Commission shall be the date on which the objection is entered
in the Commission's mail registry. This date is made available to the public by
appropriate means.
