11. Verification of compliance with specifications in third countries

Article 48(2) of Commission Regulation (EC) No 607/2009 requires that in
third countries annual verification of compliance with the product specifica-
tion, during the production and during or after conditioning of the wine in
respect of protected designations of origin and GIs relating to a geographical
area in a third country, shall be ensured by:
(a) one or more public authorities designated by the third country; or
(b) one or more certification bodies.
12. Amendments to product specifications
(a) Applicants for amendment
Article 49(1) of the Wine Regulation provides that an applicant satisfying the
conditions of Art 37 (dealing with the eligibility of applicants) may apply for
approval of an amendment to the product specification of a PDO or GI, in
particular to take account of developments in scientific and technical know-
ledge or to redefine the geographical area referred to in (d) of the second
subparagraph of Art 35(2) of the Wine Regulation.

Article 20(5) of Commission Regulation (EC) No 607/2009 provides that
where the application for approval of amendments to the product specification
is submitted by an applicant other than the initial applicant, the commission
shall communicate the application to the initial applicant.
(b) Form of application for amendment
Article 20(1) of Commission Regulation (EC) No 607/2009 provides that an
application for approval of amendments to the product specification submitted
by an applicant as referred to in Art 37 of the Wine Regulation of a PDO or GI
shall be drawn up in accordance with Annex IV to Commission Regulation
(EC) No 607/2009.

(c) Verification of admissibility of applications
Article 20(2) of Commission Regulation (EC) No 607/2009 provides that for
the purposes of determining whether an application for the approval of
amendments to the product specification pursuant to Art 49(1) of the Wine
Regulation is admissible, the Commission shall verify that it has been sent the
information required under Art 35(2) of that Regulation and a completed
application as referred to in Art 20(1) of Commission Regulation (EC) No
607/2009.
