During this analysis step, weaknesses of processes and online services must be
evaluated.
activity_4: Develop online services.
The target of this process step is to summarize the planned optimization activities to
one planned IT project. Normally, to-do lists are used for adding the single optimization steps
in a common way.
activity_5: Evaluate legal requirements (laws and regulation s).
activity_6: Adjust the former defined e-government strategy according to planned
reengineering operations.
Strengths and Weaknesses Analysis
In the following section, it is shown how a strengths and weaknesses analysis can be
done for e-government incentives using critical conditions.
Table 3 shows a strengths and weaknesses analysis for an exemplary administrational
department. On the vertical axis are mentioned the critical conditions for e-government
strategies. They are demand orientation, organizational conditions, legal conditions, and
technological conditions. On the abscissa, it has to be evaluated whether the department has
taken measures in the different areas that can be defined as positive or negative within the
development process of electronic services.
This analysis can be done for one department or more administrational units. When
doing this for one unit (single-department analysis), all “positive” measures must be
evaluated, and whether and how they can be improved must be considered. Furthermore, all
