effective and efficient and how they can be improved.
Classification Portfolios
If the analysis is done for more than one administrational unit (multidepartment
analysis), it has to be started like a single-department analysis. Additionally, the results of
all administrational departments have to be compared. For doing this analysis, the classifi-
cation portfolios introduced in the previous section can be used. The use of classification
portfolios enables the evaluation of the utility for the user, the degree of information
technology use, and the state of efficiency for the administration. Classification portfolios
for single electronic government approaches (single-department analysis) can be shown, and
there will be shown a comparative portfolio of all approaches (multidepartment analysis).
Figure 5 shows the classification portfolio for multidepartment electronic government
approaches with the highest realized state combination (Oberer, 2002). At the IT view, the
highest reached state lies above media break (there are incentives for overcoming media
breaks in the near future); the tendency from the user's point of view, can be stated between
“general service” and “individual service.” The highest reached state at the administrational
