functioning as a liaison with the users of the data. The data steward
must be assertive in asking for input when defining and managing
corporate data sets.
2. The implementation of data standards. Stewards must define how
the standards will be applied to the resource(s) or program(s).
3. The development of new standards when necessary. This includes
maintaining state-of-the-art knowledge of existing data standards
for the program.
4. The development of quality assurance and quality control plans.
Examples of this include data gathering, updates, and sampling pro-
tocols for alphanumeric databases and database edit rules.
5. To check data and databases to address the needs of others who use
and share the data.
6. To initiate data-sharing and -exchange agreements, where necessary.
7. To follow the life-cycle management/project planning and configu-
ration-management procedures in an application's development.
8. To determine user training needs and the resources necessary for
user training (specific to the data and applications).
9. To determine data/application update needs and points of imple-
mentation. Included in this task is establishing periodic update
cycles (either specific dates or frequency of updates) when relevant.
10. To establish and maintain data/application documentation, e.g., user
manuals, data dictionaries, and metadata.
11. To serve as a point of contact for data or application.
12. To define access and security requirements for data/applications.
13. To comply with map accuracy standards where applicable.
Data steward coordination responsibilities include:
1. To coordinate with counterparts within the program area.
2. To coordinate with the user community of the data/application.
3. To coordinate with the data administrator, database administrator,
and data sponsor roles.
Data Administration
Data administration is responsible for the management of data-related activ-
ities. Two levels of data administration activities exist: system and project.
