System-level functions deal with management issues, including plan-
ning, developing data standards (in conjunction with data stewards),
developing policies, establishing data-integrity procedures, resolving
data-conflict issues, and managing data-resource-related DBMS.
At the system level, data-administration policies ensure careful manage-
ment of data both at creation and during use. This management practice is
necessary to maintain data integrity, maximize data use, and to minimize
costs associated with data management and collection.
At the physical management level, we intentionally classify the database
administrator (DBA) as a subcomponent of the data administrator role.
The DBA role differs from the data administrator role in that the DBA sup-
ports the development and use of a specific database system. The DBA role
must fulfill the following tasks: defining user requirements, developing
data models, training and consulting, establishing and monitoring data
integrity, monitoring database usage, and controlling database changes.
Data administrator duties include:
1. Implement a program of data administration that meets the organi-
zation's vision with respect to consistency, shareability, and quality of
data. This must reflect the business management requirements of the
organization.
2. Develop strategies, policies, procedures, standards, guidance, and
assistance needed for effective data administration.
3. Help to facilitate maximum data-sharing capability and to eliminate
data-definition redundancies by promoting a common description
and representation of data. Cooperation with data stewards is neces-
sary to accomplish this task.
4. Promote data-collection strategies to ensure that data is collected at
the source, and that key data-collection surveys meet identified inte-
gration and business needs.
5. Establish and support strategies governing access, retention, and dis-
position of data.
6. Establish a communication program with customers and suppliers
of information resources.
7. Maintain a repository of active sponsors and stewards for all infor-
mation activities and components. Also must ensure that steward-
ship responsibilities are properly established and maintained for the
shared components.
8. Establish and support corporate strategies for data administration.
