work with local humane societies, other pet service organizations, and veterinarians
to accommodate pet evacuation and sheltering.
Conclusion
As stated previously, the functions and responsibilities of ESF-6 are complex and
constitute a “big tent” of activities that can challenge even the most prepared juris-
diction. Significant coordination is required with other ESFs, particularly ESF-1,
Transportation, and ESF-9, Search and Rescue in the early phases of an event
and ESF-7, Logistics and Resource Management, and ESF-8, Public Health and
Medical Services, as response operations progress.
Federal resources and responsible agencies are well defined and broad in their
capabilities with respect to ESF-6. Local and state organization regarding mass
care, sheltering, and human services, in some cases, may be less defined. Figure
19.10 indicates a coordination structure to serve as a starting point for organizing
ESF-6 activities in relation to recent guidance and legal findings. Although it does
not represent all functions required to support ESF-6 operations, it provides a start-
ing point for addressing challenges such as integrating functional needs support
services into shelter and mass care operations, providing evacuation and sheltering
of pets, and coordinating use of volunteers and donated goods in a manner that
provides the most benefit to victims.
From a victim's perspective, sheltering outside of home is a traumatic experi-
ence. Local, tribal, and state agencies in concert with volunteer organizations,
NGOs, faith-based organizations, and the private sector can provide relief to vic-
tims through effective planning, training and resource allocation to support mass
