Do personnel know where the backup facility is? Can they access it?

Are equipment and systems in place and operational at the backup
facility (i.e., is the facility a “hot” site?)? If not, how long will it take
to bring critical systems and equipment to an operational posture?
How long will it take to assume full operations from the backup
facility? How long can you maintain operations from the backup
facility? How will you notify personnel that they should report to
the backup facility?
11. Life Support Requirements

Do the EOC and the backup facility have independent power-
generation capability?

Have arrangements been made to provide food, water, and a place
to rest for EOC personnel?

Do personnel know what shift they work? Do they know when that
shift begins and ends?

Can operations be maintained from the backup facility for an
extended period?

What additional documentation requirements exist for terrorist
incidents?

What personnel are needed to support these additional requirements?
13. EOC Protocols

Has a policy/procedure review been completed to identify needed
variances from typical EOC operations?

Have new terrorism-specific policies and procedures been devel-
oped? Have EOC personnel been trained and have exercises been
conducted to test the procedures? Have lessons learned from the
exercises been fed back into the jurisdiction's Emergency Operations
Plan?
14. Emergency Public Information

Has the jurisdiction established a JIS? Does the JIS include the
PIOs from all involved agencies?

Has the JIC location been identified? How long will it take to
assume a fully operational status? What will you do in the mean-
time to ensure that citizens receive accurate, concise information
about the incident and what they should do to protect themselves?

Is the JIC collocated with the EOC? If so, are JIC operations clearly
separated from EOC operations to avoid media interference in
critical EOC operations?
