Has the Joint Information Center (JIC) location been identified?
How long will it take to assume a fully operational status? What
will you do in the meantime to ensure that citizens receive accurate,
concise information about the incident and what they should do to
protect themselves?

Is the JIC collocated with the EOC? If so, are JIC operations clearly
separated from EOC operations to avoid media interference in criti-
cal EOC operations?

Have all JIC personnel been trained in the policies and procedures
for coordinating the preparation and release of emergency public
information?

Has the JIS been tested and exercised? Have lessons learned been
incorporated into the Emergency Public Information Annex?
8. EOC Organization

Will additional organizations and/or agencies (e.g., public health)
need to be included at the EOC following a terrorist attack?

What additional organizations should be included?

How will personnel from those organizations be notified?

What are their equipment needs? Do you have them?

With what other organizations and/or agencies will these personnel
need to coordinate?
9. Communications

What will you do if the power grid goes down for an extended
period of time? Are redundant communications systems in place?

Do all communications systems users know what the redundant
communication systems are? Will they recognize when they need
to switch to a backup system?

Do users know how to operate backup systems?

Have the systems been tested?
−
Will EOC personnel need to communicate with different people/
agencies following a terrorist attack than during other operations?
With whom will they need to communicate? Is a system in place to
facilitate those communications?

Are special systems and/or equipment required to facilitate com-
munication among key personnel (e.g., between the EOC and state
agencies, between the EOC and the mayor or governor, between
the EOC and off-site experts)? Are these systems in place? Have
they been tested?
10. Continuity of Operations

Do you have a backup facility for EOC operations in the event that
the primary facility becomes inoperable or otherwise unusable?
