Federal Response Efforts
While response repair activities are ongoing, long-term recovery and reconstruction
efforts are initiated and coordinated as more local communities regain the ability to
address their issues. Outstanding issues for local communities include decontami-
nation, remediation, construction, and financial record keeping. State personnel no
longer are working three shifts, and many field support teams have returned home.
Other states are requesting the return of their assets, but local and state entities may
still need resources to support decontamination and cleanup efforts.
Phase 3—6 Months Response Questions
These questions serve to focus your thoughts on the issues associated with the scenario.
In advance of the exercise, participants are expected to read the scenario, review each
question, and develop individual responses to each question.
17. How do communication and information flow change during this phase of
the scenario?
18. What are your concerns and priorities during this phase of your response?
How do they differ from your earlier concerns and priorities?
19. What is the threshold and at what point does planning for the transition to
recovery operations start?
20. What is your role in remediating contamination hazards in source, distribu-
tion, and collection systems? What hazard mitigation and reduction proce-
dures and standards are in place?
21. What are the potential issues in a transition from response to recovery? What
are the existing mitigation and preparedness activities already in place that
you can leverage for recovery?
22. How does resource management differ during this phase of the operation
compared to the previous phase? What complications do you anticipate as the
transition to recovery operations approaches?
23. Looking forward and planning for the recovery phase, would anything
change in the tracking and reporting of assets and resources used in the
recovery? When should you begin planning for recovery operations?
24. What will be the process for the evaluation of continued support and the
return of assets from other regions within your organization? What are the
possible complications?
