i inTroduCTion
Purpose of the Exercise
The primary purpose of this tabletop exercise (a type of discussion-based exercise) is
to enhance the ability of local, state, and federal stakeholders to prepare for, man-
age, and respond to infrastructure consequences resulting from any major disaster
or emergency.
Additional purposes of this exercise include
Providing an opportunity to augment emergency response planning.
Developing a list of action items to support refinement of emergency response
plans.
Building relationships between utility, local, state, federal, and other stake-
holders and response partners.
Scope of the Exercise
This exercise emphasizes the roles, responsibilities, and relationships of local, state,
and federal stakeholders during a response to and management of consequences
resulting from any major disaster or emergency.
Processes and decision-making are more important than minute details.
Objectives
At the conclusion of this exercise, participants should be able to do the following:
Improve coordination and communication between response partners and
delineate their roles and responsibilities.
Delineate how data management will occur between response partners, includ-
ing types of data and procedures.
Discuss how local and state organizations coordinate response with federal
organizations.
This exercise will not be a success unless you as a participant follow through.
Exercise Structure
This will be a multimedia, facilitated tabletop exercise. Participants will discuss
issues related to the following phases of an earthquake scenario:
Phase 1:
0 to 4 days after an NMSZ earthquake
Phase 2:
5 days to 2 weeks after an NMSZ earthquake
Phase 3:
6 months after an NMSZ earthquake
