Exercise Format
This is a tabletop exercise, a type of discussion-based exercise (no field activities will
occur during the exercise) during which the facilitator provides a brief overview of
the scenario and then initiates a plenary discussion relating to the response for that
scenario.
In advance of the exercise, participants are expected to read this Situation
Manual, which includes short narratives and supporting graphics outlining the
three phases of the exercise scenario. Participants should develop individual
responses to the discussion questions in each phase.
Exercise discussions are intended to cover the topics listed below as well as
provide participants an opportunity to share answers they developed in advance
of the exercise. Before transitioning to the next phase, the facilitator will remind
participants to capture action items they identified during the discussion using an
action-planning matrix.
Following the discussion of all three phases, the facilitator will lead a “brain-
storming” session to highlight key ideas and develop a list of action items drawn
from participants' action-planning matrices.
The scenario and related information presented in this exercise are based on
various NMSZ studies provided through the Mid-America Earthquake (MAE)
Center at the University of Illinois and Central United States Earthquake
Consortium (CUSEC). The scenario in this exercise is consistent with the analy-
sis provided by the MAE Center and CUSEC. This scenario does not represent
the worst-case scenario and only serves to provide the background for discussion
during the exercise.

Data management—methodology for utilizing and managing analytical
data

Coordination between local and state agencies
Transitioning from response to recovery and demobilization
