Resources for PPPs
The following is a list of primary agencies and organizations that directly sup-
port PPPs. Because website addresses change, along with the dynamic information
about programs that each of these agencies and organizations support, this section
will not go into details about current efforts. Further information can be found on
the Internet for each of these agencies and organizations. There is no certain way
to have a complete list of organizations and agencies because PPPs in Emergency
Management are a growing effort on an international basis.
Federal Emergency Management Agency (FEMA)—Private Sector Division
FEMA established a Private Sector Division within the Office of External
Affairs in October 2007. The Division's overarching goals include improv-
ing information sharing and coordination between FEMA and the private
sector during disaster planning, response, and recovery efforts. The FEMA
Private Sector Division cultivates public-private collaboration and network-
ing in support of the various roles the private sector plays in emergency man-
agement, including: impacted organization, response resource, partner in
preparedness, and component of the economy. The division also fosters inter-
nal collaboration and communication among FEMA programs that have an
interest in private sector engagement. 6
Business Executives for National Security
BENS is a nationwide, nonpartisan organization that is the primary chan-
nel through which senior business executives can help enhance the nation's
security. BENS members use their business experience to help government
leaders implement solutions to the most challenging national security prob-
lems. BENS has only one special interest: to help make America safe and
secure. 7
National Incident Management Systems and Advanced Technologies
(NIMSAT) Institute-University of Louisiana at Lafayette
The mission of the NIMSAT Institute is “To enhance national resiliency to
a full range of potential disasters by conducting research leading to innovative
tools and applications that empower the homeland security and emergency man-
agement community through education, training, outreach, and operational
support. The Institute seeks to improve the emergency preparedness, response,
recovery, and mitigation activities for communities, supply chains and critical
infrastructures that support our economy and our way of life.” 8
International Association of Emergency Managers—Public-Private Partner-
ship Caucus
The Mission Statement for this Caucus states that it is designed to “Develop,
identify, and promulgate best practices for creating effective partnerships among
private, not-for-profit, and public sectors.” Caucus objectives include
