only two categories where patients are classified. Almost every hospital has 95% or higher in category
5. The lone exception is hospital #7, with the most crucial patients, the patients with the highest risk
of mortality and severity, but with the lowest proportion of high resource demand. It appears that not
only is hospital #1 “gaming” the system by shifting patients into higher categories, hospital #7 is “anti-
gaming” by having its patients look less severe than they really are since hospital #7 has the highest
level of mortality.
Figure 33 shows the results of the predictive model using just the resource demand level indices.
Both the tree and rule induction models give a 26% misclassification level; all of the other models have
much higher misclassification rates, indicating that these indices generally are poor predictors.
Figure 34 gives the decision tree for the model. Note that the model is based entirely upon the disease
staging: mortality level.
