In the fall of 1990, the Ministry of Energy decided to change
the organisation for promotion of RES. This was used as an excuse
to close down the unconventional Steering Committee and to
replace it by a traditional type of advisory council without project
money. The operation of this council during the following years
confirmed my concern that a council without project money and
populated by members with balancing vested interests is not able
to promote new policies (Meyer, 2000).

The Golden Nineties for Danish
Wind Power
With the change to a centre-left government in January 1992
the attitude towards wind power took a drastic turn in a positive
direction (see Fig. 6.5). The credit for this change should to large
extent be given to the new Minister of Environment and Energy
(Svend Auken).
After a number of disagreements between utilities and
wind power producers over conditions for grid connection and
tarifs, regulations were introduced by the Danish government in
