The advantage of the Purchase and Supplier Engineering (PSE) approach
is that these challenges are analysed and tested at the earliest stages of
a programme, but this does not necessarily mean that missed opportuni-
ties will not occur. Missed opportunities can occur for a number of
reasons, including the personalities of decision makers, conflicting
views, and cultural approaches to innovative procurement that often
resist change. While PSE can present the business case, decisions are
also influenced, rightly or wrongly, by lobbying within the executive
approval process by different stakeholders. However, the use of PSE does
make it more difficult for embedded organisational cultural practice to
counter sound business case solutions.
