Introduction
In the previous chapter the packaging and contracting strategies were
discussed in terms of construction clusters. Often overlooked, when
considering packaging strategies, is the difficult question of the supply
packaging of common components and materials used in different
projects and areas of a programme. At the strategic mobilisation stage
of procurement for capital works programmes, the common components
question is often ignored only to emerge later, by which time an oppor-
tunity has been missed. This has been the case on both the London 2012
and Crossrail programmes to a greater or lesser extent.
