• Adaptation strategy documents should explicitly understand that access
to, distribution of and control over resources are constrained primarily
by political-economic factors and not biophysical ones. This can shift
the focus to political mechanisms to ensure inclusion and distributional
justice, rather than institutions, infrastructure and engineering.
• In addition to evaluating quantities and qualities of resources and
services when mapping vulnerability, LAPA and NAPA programmes
need to include a dynamic understanding of wider political economic
relations that shape how people are able to access those resources. Such
analyses are available in the vulnerability literature but have not been
adequately applied to climate-change contexts.
• The (re)negotiations of power relations that are inherent to resource-
governance contexts can be used as an opportunity for fostering greater
deliberation, inclusion and realistic democratic processes - if their contested,
unequal and dynamic nature is placed in the centre of institution building.
