The Red-Eye tool may not be set to a large-enough size. The tool should be approximately
the same size as the subject's eye. If it is not, as shown here (

play the Red-Eye controls. Click and drag the
Size
slider until the Red-Eye tool is the size
of the red-eye area. Use your mouse to move the circle over the red eye and then click.
