submitted to the owner as a means to provide full documentation and verification that
specific quality objectives have been achieved.
While subcontractors are directly responsible for the quality of the work they per-
form, the design-builder is responsible for ensuring that subcontractors meet their quality
requirements, as part of achieving quality of the entire project. The specific requirements
for subcontractors should be defined by the design-builder and incorporated in subcon-
tractor procurement documents and subcontracts. Documentation of quality on the work
performed by subcontractors will be captured under the subcontract by the design-builder
and be subject to verification by the design-builder and the owner under the DB contract.
Owner activities during the quality management plan implementation may include
quality assurance audits to check the design-builder's quality activities. Owner audits and
any specific inspections and tests should focus on the areas of greatest risk in the delivery
of a DB project as well as on certain special areas of concern. If any quality-related defi-
ciencies or concerns are identified, a corrective action plan should be agreed between the
design-builder and owner, with a specific time line for carrying out the plan.
Owners should coordinate their project oversight activities with the design-builder
on a defined schedule consistent with its project's implementation plan. Moreover, a suf-
ficient budget should be allocated by owners for their own QA/QC activities in their
approved funding for a project. Likewise, the design-builder should include specific
schedule milestones, implementation of management tools, and adequate budget in its
price to cover development and implementation of the quality management plan, includ-
ing all QA/QC activities performed in its delivery of a project.
