Role
Quality Management Plan Responsibilities
Project
Manager
Ultimate responsibility to direct and oversee development and execution
of the project quality plan, and achieve the quality objectives and
requirements of the contract. Also, collaborate and coordinate with
the owner's project manager to resolve quality issues related to
design, permitting, construction, and operations.
Project Quality
Manager
Primary responsibility is developing and implementing the project's
quality plan, including both DB internal review and owner review
processes. In some instances, owners have required that the PQM
have the authority to intervene and initiate corrective actions to
ensure that the project quality requirements of the owner are met. In
most instances, the PQM reports directly to the PM and manages the
quality plan implementation as part of an overall delivery plan as
directed and managed by the PM and DB corporate management.
Technology
Consultant
Ensures that core technology solutions satisfy the conditions of the
contract and quality plan, and endorses the selection of individuals
filling key technology delivery and quality review positions.
Permitting
Lead
Ensures that work products receive proper review for permit
compliance, and takes action to ensure critical permitting and
compliance when necessary.
Construction
Manager
Responsible to the PM that all construction quality requirements of the
DB contract are met. Ensures that relevant work products receive
proper review in light of construction practices and project schedule,
and takes action to ensure critical construction needs are satisfied by
the design and by required permitting. Coordinates with the PQM to
schedule all related quality activities, such as inspections, tests, and
any actions to carry out corrective work.
Lead Quality
Reviewers
Coordinate with discipline or task leaders to develop work approaches
and other means/methods for the completion of the work, establish
ongoing status and consulting dialogue (i.e., continuous QC), review
work products, and work to resolve issues.

well as all established environmental permits and easement requirements.
QUALITY MANAGEMENT IMPLEMENTATION
Quality management involves periodic reviews and reports for compliance with con-
tract requirements, owner and third-party reviews, and regulatory and permitting agency
reviews. Documentation of the quality for each element of a project should be made
throughout the project delivery and be confirmed with the owner. Reporting on qual-
ity can be made through a regular quality report, prepared by the design-builder and
