The ISO-ETV Standard proposal addresses some important issues such as:

Performance data can be obtained from independent organizations such as com-
petent testing bodies, or in some cases, from technology users and technology
developers

Acceptability depends on the credibility of information providers and a clear
demonstration that data was obtained through independent,
quality-assured
testing and analysis

Relevance depends on selection of measurable performance parameters pertaining
to operation and use of the technology

Proof of performance requires technology-specific testing and verification within a
quality management system. Testing environmental performance can be complex
and costly

Technologies are tested for various reasons such as health and safety, regulatory
compliance, technological, environmental or economic performance

Test plan development and execution are part of the ETV framework and
procedure

Objectivity, impartial testing and data credibility are important.
The related projects which address the fields of soil and groundwater remediation
are PROMOTE and EURODEMO (2005-2008). The overall aim of PROMOTE ETV
is to set up an efficiency control and performance verification system for soil and
groundwater protection and rehabilitation in order to enable the faster introduction of
new and novel monitoring and remediation technologies to the market. EURODEMO
and EURODEMO
are contact points for Europe regarding information on innovative
remediation demonstrations in the fields of soil and groundwater remediation. By
consolidating knowledge and experience on a European scale, innovative remediation
practice will be improved. The European Forum on Eco-Innovation (see ETAP, 2011),
initiated by the EU, complements the ETV networks of testing centers. The European
Forum on Eco-Innovation brings together business and policy perspectives in events
that explore strategic orientations for eco-innovation and environmental technologies.
Stakeholders are invited to debate and discuss relevant topics. Recommendations from
the forum provide suggestions for future actions aimed at business and finance, as well
as national and European policy makers. The last forum meeting in 2011 promoted
development of a green economy and global opportunities for eco-innovation and
opportunities for green trade between developed and developing nations.
There are other projects and initiatives supporting sustainability and innovation
in fields related to contaminated soil and groundwater management. On an applied
level, the NOWATECH project (2006-2009) has contributed to ETV by providing
four ETV test centers within the water technology sector. NOWATECH's objective is
to support the Nordic environmental technology industry in both domestic and global
markets by providing access to accepted and comparable technology verification data
(Nordic Innovation, 2011 and NOWATECH, 2012).
As regards R&D funding, the SNOWMAN (2009) project has the objective of
improving the coherence and coordination of research and innovation activities in
order to make the European Research Agenda in the field of sustainable management of
