Discerning Details of the problem
Use Table I.13 to define the discrete parts of the problem. For each problem attri-
bute, describe the desired outcome, the end state. Describe the current state and
highlight the roadblocks to reaching the end state. State the necessary actions to
address and overcome the roadblocks. Following are some sample questions to dis-
cern the roadblock details:
