The Caltrans contract administrator, in close coordination with the project biologist and the
landscape architect, administered the contract to ensure the contractor delivered the project as
planned (fig. 14-7). The contract administrator relied on daily field inspection to ensure compli-
ance with the drawings, BOM, and specifications. Where deviations were noted, the contractor
was issued notices to comply with the project plans. If compliance was not achieved, monthly
progress payments were withheld. The project biologist and landscape architect were consulted
regularly for additional support to process changes that occurred because of unforeseen circum-
stances in the field. This project had several infrastructure elements within the project limits.
Some of the information on location, size, and quantity received was inaccurate, requiring ad-
justments.
