In order to reach these targets, Spain has articulated a series of measures geared
to regulate and subsidize the production of renewables, as well as to raise awareness
of the benefits of their use among the general public. These measures included the
following 13 :

• Development of a simplified procedure to obtain authorizations for renewable

energy projects for thermal applications (PANER);

• Funding for research and development projects on energy storage systems

(PANER);

• Continued support of active public participation in research and development in

the renewable energy sector. This includes annual subsidies for high-priority indus-
trial initiatives involving technological development, which will reduce energy
generation costs mainly in the wind and solar energy sectors (PANER);

• Financial incentives for the implementation of highly-specialized experimental

platforms with international recognition (PANER);

• Modification and improvement of aspects related to thermal renewable ener-

gies in technical codes and regulations regarding thermal installations in building
construction as well as the inclusion of thermal renewable energies and heating
networks in the energy certification systems of buildings (PANER);

• The promotion of energy service companies within the domain of renewable
