RWA lake management example discussed above (Section 4.3.1) the elements
for a quantity comparison of alternatives were in place. The selection criteria
had been identified and their relative importance determined (Table 4.1). The
environmental analysis was then focused on the most important resources
and criteria to produce a quantitative impact prediction. These were then
combined for each alternative and the watershed management alternative
was a clear winner among all stakeholders and each stakeholder group (abut-
ters and Mill River Watershed Association Members) separately (Figure 4.4).
