because of the differences in intensity and distributions
of land uses and human development.
The Plan Trend 2050 scenario fundamentally repre-
sented the continued application of existing land use
policies and practices with an increasing human popula-
tion. Several major land use policies in Oregon strongly
shape land use patterns for the future. The Oregon
Land Use Planning Program requires local government
to develop comprehensive land use plans to constrain
patterns of urban development, prevent loss of agricul-
tural and forest lands, and maintain natural resources.
These locally developed land use plans are then coordi-
nated by state government. Private and state forests are
regulated by the Oregon Forest Practices Act to maintain
productive forest lands while protecting natural resources
with riparian buffers and other conservation measures.
