China
In the first phase of the UNFCCC negotiations China was very clear that developed
countries should make the first emissions reduction commitments given their historic
legacy. With the huge expansion of the Chinese economy over the last 15 years China
has now become a large emitter of GHGs. This is despite the fact that they have inves-
ted heavily in wind, hydro, and nuclear energy. China has also developed energy effi-
ciency targets to lower energy use (emissions per unit of GDP) by 16% by 2015.China
has now been pushing for binding targets from developed countries but has also
provide its own conditional commitments.
