It would therefore be necessary the continuous education of technicians, at
regional or municipal level, aiming at the education in the field of public and
private operators, so as to increase the speed of change and the correct application
of the proposed measures. In this sense the municipal building regulation else than
aiming to discipline and disseminate, also helps to improve the knowledge in terms
of ''sustainable building'' among designers and builders. Therefore, at the same
time, the definition of the energy annex of the municipal building code, each
administration will have to define the formal procedures to be followed by the
interested parties and the necessary contents for the release for certifications and
the verification of the requirements.
In what follows, it is outlined a more detailed structure of the document with
