• The thermal transmittance of the transparent surfaces: the triple glasses nor-
mally employed in centre Europe can be replaced with double glasses with low
emissions, or even better to reduce the too large solar gains in summer without
penalizing the sunlight it is advisable to use solar control or selective glasses
reflecting the close infrared radiation (namely the thermal part of the irradia-
tion) but still keeping the transparency to the light, namely the visible part of
the solar spectrum. 17

The Structure of the Guidelines for the Definition
of the Energy Annex to the Municipal Building Codes
in Sicily
Based on what was said before, it is shown below the structure of the guidelines
document.
The document will comprise 4 areas:
• Area 1. Environmental sustainability and context appraisal.
• Area 2. Energy performance of building envelope.
• Area 3. Energy performance of technical systems.
• Area 4. Renewable energy systems.
Each area is composed of articles; each article contains voluntary and man-
datory features (both can be distinguished by the Administration through a specific
reference into the text of the document). In this aim the reference for the technical
choices, as already mentioned, was that of the Passivhaus Standard for southern
Europe in the aim to focus the problem of summer cooling and of the associated
consumptions also including improvements having as final aim the consumptions
reduction in buildings during summer time.
The mandatory requisites imply the respect of the regulatory framework and
constitute the complex of the mandatory norms to which each project must
comply. These are subjected to continuous update each time variations on the
reference legislation come up at regional and national level.
The municipalities, based on the adopted local development policies and on the
local resources and the municipal balance, can insert, within its own municipal
building code the proposed indications (indicated in italics in the examples shown
in the following illustrative articles). In this way it will be possible to define
performance levels improving the energy efficiency in order to support designing
and realizing green buildings with high energy performance. The support can tale
place through prizes and incentives as discussed before.
Another basic element is the increase of the level of surveillance and the
application of fines, which must be carried out by the municipal administration.
