connection with the sections of this chapter dealing first with PDOs and PGIs

Recital (46) to the Regulation explains that the added value of the GIs and
TSGs is based on consumer trust which is only credible if accompanied by
effective verification and controls. It proposes a monitoring system of official
controls, in line with the principles set out in Regulation (EC) No 882/2004 of
the European Parliament and of the Council of 29 April 2004 on official
controls performed to ensure the verification of compliance with feed and food
law, animal health and animal welfare rules 150 and should include a system of
checks at all stages of production, processing and distribution.

Recital (47) explains that to guarantee to the consumer the specific characteris-
tics of GIs and TSGs, operators should be subject to a system that verifies
compliance with the product specification.

In order to ensure that they are impartial and effective, Recital (48) requires that
the competent authorities should meet a number of operational criteria and that
provisions on delegating some competences of performing specific control tasks
to control bodies should be envisaged.

Recital (49) proposes that the European standards (EN standards) developed
by the European Committee for Standardization (CEN) and The international
standards developed by the International Organization for Standardization
(ISO) should be used for the accreditation of the control bodies as well as by
those bodies for their operations. The accreditation of those bodies should take
place in accordance with Regulation (EC) No 765/2008 of the European
Parliament and of the Council of 9 July 2008 setting out the requirements for
accreditation and market surveillance relating to the marketing of products. 151
2. Scope

Article 35 provides that the provisions of this Chapter shall apply in respect of
the quality schemes set out in Title II (PDOs and PGIs) and Title III (TSGs).
