species. The Recital indicates that it is appropriate to provide for the establish-
ment through implementing rules of mandatory requirements that could vary
from one type of meat to another 'taking into account the principle of
proportionality and the administrative burden for food business operators and
enforcement authorities.'

Ingredients

Article 26(3) of Regulation (EU) No 1169/2011 provides that where the
country of origin or the place of provenance of a food is given and where it is not
the same as that of its primary ingredient:
(a) the country of origin or place of provenance of the primary ingredient in question
shall also be given; or
(b) the country of origin or place of provenance of the primary ingredient shall be
indicated as being different to that of the food.
The application of this paragraph shall be subject to the adoption of the
implementing acts referred to in paragraph 8. 94
4. Reports on mandatory indications of country of origin or place of
provenance
Recital (32) to Regulation (EU) No 1169/2011 reports that mandatory origin
provisions have been developed on the basis of vertical approaches, for instance
for honey, 95 fruit and vegetables, 96 fish, 97 beef and beef products, 98 and olive
oil. 99 There is a need to explore the possibility to extend mandatory origin
labelling for other foods. It is therefore appropriate to request the Commission
to prepare reports covering the following foods: types of meat other than beef,
swine, sheep, goat and poultry meat; milk; milk used as an ingredient in dairy
products; meat used as an ingredient; unprocessed foods; single-ingredient
products; and ingredients that represent more than 50 per cent of a food. Milk
being one of the products for which an indication of origin is considered of
