bags more expensive than the alternatives. Between 1989 and 1992, the government
collected $150 million through the pollution tax [18].
5.4.2.4.9 Rwanda
As a policy measure in Rwanda, plastic bags less than 100 μm thick are banned (both
domestic and imported), and this is supported by well organised awareness campaign
[56]. As a result, disappearance of black plastic bags was reported.
5.4.2.4.10 Somaliland
Somaliland adopted an outright ban on the import, production and use of plastic
bags from the 1 st March 2005 [57].
5.4.2.4.11 South Africa
The Plastic Bags Regulations of South Africa came into force from 2003 after enacting
the compulsory speciications. This notiication:
• Prohibitsthemanufacture,tradeandcommercialdistributionofplasticbagsmade
of plastic ilm for use within South Africa and having from a wall thickness of
less than 80 μm,
• Allowsmanufacture,tradeandcommercialdistributionofplasticbagsofthickness
30−80 μm for use in South Africa provided they do not have printing, painting
or marks of any kind unless demanded by law,
• Permitsmanufacture,tradeandcommercialdistributionofbreadbagsmadeof
plastic ilm of 25−80 μm thickness for use within the country provided they do
not have printing, painting or marks of any kind unless demanded by law,
• ExemptsShrinkleneandlimsybreadbagsmadeofplasticilm,
• Providesalegalinstrumentforpenaltiesonoffencessuchasviolationof
the provisions of this notiication, in the form of a ine of 100,000 Rand or
imprisonment for a period of <10 years, or both, and
