Given the emphasis on roles and responsibilities, noninvasive gover-
nance focuses on interactions between different roles in realizing data
governance. The noninvasive data governance model focuses on steward-
ship. Hence, it emphasizes relationships between different stakeholders.
As discussed in the next section, these relationships and interactions can
be organized in a consistent way using the AT-EASE diagram in order to
better visualize the systemic interconnections in noninvasive governance.
In contrast, the relationship between data governance and the other
components is central to the DMBOK model. Data governance refers to the
system of authority, control, and shared decision making that guides and
supports other data management functions. While the DMBOK organiza-
tion may not focus on change management, the organization of elements
and interdependencies in DMBOK can be leveraged in implementing
change management practices. For example, responsibilities and process
for planning and monitoring change can be developed as part of data
governance and utilized while implementing any data management area.
Taking Perspectives
A final element emphasized by systemic approaches is consideration of
multiple perspectives. Leaders must consider questions such as: How do
stakeholder perspectives about different model components vary? How
can these diverse perspectives be integrated in practice?
We can view any model through multiple lenses. For example, we can
view DMBOK through the AT-EASE lens. This perspective shifts the
thinking to questions such as: How can we implement DMBOK in a way
that helps employees be more at ease with the change? How can we create
a holding environment and maintain tension in the zone of productive
disequilibrium to ensure that people engage, but are not overwhelmed?
Similarly, we can view noninvasive governance through an AT-EASE
lens and pose questions such as: How do noninvasive governance practices
help in creating a holding environment for introducing and sustaining
data governance?
While noninvasive governance does not include the term holding environ-
ment explicitly, the focus on making change nonthreatening can help create
a holding environment where people feel safe and comfortable with data
