null-efficient or negative-efficient).
Figure 6 shows a comparative classification portfolio (multidepartment analysis). The
larger the triangle between the states of the three dimensions, the higher the reached states
(higher efficiency, higher user utility, and technological progress), and the higher the
development that can be expected (Oberer, 2002). According to this comparison of average
value, Department_3 shows the highest utility (efficiency, user utility, and technological
progress), followed by Department_1 Austria. On the average, Department_2 shows the
lowest average utility.
CONCLUSION
Within this chapter, an overview about the state of the art in the area of electronic
government was presented, including a nationwide and international comparison of e-
government strategies using different analysis methods the author developed.
Guidelines for implementing e-government were introduced. The main phases within the
implementation process for electronic government were shown. Attention was turned to
administrational targets, the evaluation of online services, and the classification of these
services. It was shown how to differentiate between single-department analyses and
multidepartment ones, and concepts like strengths and weaknesses analysis and classifica-
tion portfolios were introduced for doing these analyses.
