Examination: An independent examination into the soundness of the plan

Adoption: Formal adoption by the authority subject to any changes recommended
by the Inspector who conducted the examination.
The procedures to be followed in each of these stages are the subject of detailed
Regulations which are explained in PPS12 (ODPM 2004b). The main steps and their
intended timescale are shown in Figure 19.2.
The evidence base provides the information needed to support the authority's
proposals at the examination stage. In two-tier areas county councils are responsible
for supplying general socio-economic data to district councils and particular data
on the transport system, traffic and accessibility by public transport. Views on the
issues which a plan should address and the options available also need to form part
of the evidence base and for this reason the 'front-loading' of public involvement is
encouraged.
Once a preferred option has been identified the authority is required to publish
this together with a sustainability appraisal report and to provide the opportunity for
formal representations to be made within a six-week period. Having considered these
and made any changes which it thinks appropriate the authority then submits the plan
formally for independent examination to the Secretary of State (DCLG).
