SURVEY INSTRUMENT
The survey questionnaire was divided into five parts. Part I comprised
questions about investment types, magnitude, and the intention of future
investment in the CAS. Part II had a list of 15 general investment
consideration items that were generated based on a review of related
literature and the opinions of a select group of investors. This was in
order to evaluate the conditions that were suitable for general investment
and choosing a place for investment in the CAS. These general market
conditions reflected concerns and conditions about market situations and
structures, the nature and existence of incentives and workforce condi-
tions. The questions were rated on a 5-point Likert type scale ranging from
1 (not at all suitable) to 5 (very suitable). The information collected in
this section included such items as: conditions for entering the market,
fiscal regime conditions, stable growth in the market place, understand-
ing business environment, past experience with the sector, safety and
security issues in general, level of responsiveness of government institu-
tions, sufficiency in the all other investment criteria, direct and indirect
incentives, provision of investment land/property, competitions, local
business environment, workforce, and logistic matters. Part III mainly
concerned questions regarding the evaluation of tourism specific invest-
ment factors as areas of direct tourism facilities such as rural tourism,
camp and caravan, health and thermal tourism facilities, winter tourism,
renovation and modernization of facilities; and areas of tourism support
facilities such as shopping centers, serves concessionaries at airports, en-
tertainment centers, accommodation and support services for Silk Road
issues. Part IV collected information on tourism sustainable investment
factors that included positive investment conditions such as appropriate
tourism policies, growing tourism market, attractive incentives relative to
other competing investment and facilities, degree of liberalism in the
economy, low construction costs compared with European countries,
long-term use of public land with infrastructure in place, appropriate
law and regulations system and attractive investment cost options for
sustainable tourism investment. These items were rated on a 5-point Lik-
ert type scale ranging from 1 (strongly disagree) to 5 (strongly agree).
The last section, Part V , generated information concerning the
general conditions for overall investment suitability in each of the four
CAS; Kyrgyzstan, Kazakhstan, Uzbekistan and Turkmenistan. This
